style="text-indent:2em">《商业周刊》的调查发现，美军不仅受到中国假冒芯片的影响，五角大楼采购的备用零部件也有许多是假冒产品。负责调查的美军官员罗伯特•恩斯特透露，预计备用零部件中15%都是伪造的。这些零部件大都用于已使用10-20年的老旧战机、战舰等装备上，近年来美军在阿富汗和伊拉克<a style="text-indent:2em"><strong>装备采购监管存在严重漏洞 </strong></p><p style="text-indent:2em"></p><p style="text-indent:2em"></p><p style="text-indent:2em">针对美军武器系统中遍布可能造成严重事故的伪劣部件的现状，前陆军器材司令部司令、退役四星上将威廉姆•塔特尔严厉指责“美军装备供应链已受到污染”。 </p><p style="text-indent:2em"></p><p style="text-indent:2em"></p><p style="text-indent:2em">与过去相比，美军的军备采购模式已发生巨大变化。冷战时期，美军装备供应基本由大型军火公司垄断，他们控制着几乎所有装备的研发与供应。冷战后随着商业革命的兴起，商品的性能得到前所未有的提高，甚至超越军工企业的定制军品，因此美军的装备采购从1994年开始改革，从专用军品向采购“货架上的商品”转变。美军认为，这种采购模式既节省了大量研发经费，又节约了采购时间。美国国会还规定军事采购要达到22%的产品来自小型企业的目标，这使得美国防部开始从中小企业采购军品。 style="text-indent:2em">美军调查报告认为，由于美军在装备采购监管上的漏洞，让缺乏资质、被称为“厨房公司”的作坊式企业钻了空子，其手段简陋得让人难以置信。曾为国防部提供价值270万美元军品的“IT企业”就是由一个40多岁的家庭妇女玛丽亚开办的。4年前，她在网上偶然看到五角大楼有关<a /></a>芯片的招标广告后，立即在网上搜寻这些产品的最低报价并投标，没想到一举中标。玛丽亚坦诚，她对自己所贩卖的商品一无所知，只是赚取中间差价而已。而“IT企业”公司提供的芯片却被应用到价值数百万甚至数十亿美元的战斗机、“里根”号航母和驱逐舰的反潜作战系统上。对于这样的情况，美国防供应中心的官员承认，他们一般不会调查供应商的背景，因为“法律并没有禁止小型供应商使用互联网来采购零部件”。
